The two streams: what each one requires
The Temporary Graduate visa subclass 485 has two streams, and the choice depends entirely on your qualification level. The Post-Higher Education Work (PHEW) stream — formerly called the Post-Study Work stream before the July 2024 rebrand — covers degree-level qualifications: bachelor's degrees (including honours), master's degrees (coursework, research, and extended), and doctoral degrees (PhD). The Post-Vocational Education Work (PVEW) stream — formerly called the Graduate Work stream — covers sub-degree qualifications: diplomas, advanced diplomas, associate degrees, and trade qualifications at Certificate III level or above.
The distinction matters because the visa duration, cost, and career-plan implications differ between streams. A PHEW visa typically grants 2-4 years depending on your qualification level, giving you a substantial window to gain skilled work experience and explore permanent residence pathways. A PVEW visa is generally shorter, so your post-study planning timeline is more compressed.
Home Affairs has changed the qualification-level eligibility several times since 2023, particularly around graduate diplomas and packaged programs. Always check the current rules on the Home Affairs website at the time of application — rules that applied to a friend's successful application last year may no longer apply to yours.
Who this guide is for
International students who have completed or are about to complete an Australian qualification and are deciding which 485 stream to apply under. Students with packaged programs or combined qualifications who are unsure which stream their qualification falls under. Education agents helping graduates choose the correct stream before lodgement.
If you have not yet completed your course, this guide helps you plan which stream to target so you can gather the right evidence well before your completion date. If you already hold a qualification but are unsure of its AQF level, check your completion letter or academic transcript — the qualification level determines the stream.
PHEW stream: eligibility and duration
The PHEW stream requires a degree-level qualification from a CRICOS-registered course at an Australian education provider. The qualification must be a bachelor's degree (including honours), a master's degree (coursework, research, or extended), or a doctoral degree. The course must meet the Australian study requirement: at least 92 weeks of CRICOS-registered study duration, completed over at least 16 calendar months of physical presence in Australia, with all instruction in English.
Visa duration under PHEW depends on the qualification level. A bachelor's degree (including honours) generally grants 2 years. A master's by coursework grants 3 years. A master's by research grants 3 years. A doctoral degree grants 4 years. There may be additional time granted for study in regional areas — check the current regional classification on the Home Affairs website.
If you hold a master's by coursework but completed it through a packaged program that included a graduate certificate and graduate diploma, the master's is the controlling qualification for PHEW eligibility — the lower-level qualifications do not disqualify you, but the visa duration is based on the highest completed qualification.
PVEW stream: eligibility and duration
The PVEW stream covers qualifications below degree level. Eligible qualifications include: diplomas, advanced diplomas, associate degrees, and trade qualifications at Certificate III level or above. The qualification must be closely related to an occupation on the Medium and Long-term Strategic Skills List (MLTSSL) — this is a key difference from PHEW, which does not require occupational alignment.
The PVEW stream typically grants 18 months. The occupation connection means you must have completed a qualification that directly prepares you for a specific skilled occupation on the MLTSSL. Your completion letter and transcript should clearly state the qualification title and the occupation it relates to. If the occupation is not on the MLTSSL, or your qualification does not clearly relate to it, the PVEW application will be refused.
The occupation alignment requirement makes PVEW more restrictive than PHEW. If you completed a diploma of business but the MLTSSL occupation you nominate is accountant, the connection may be too weak unless your course specifically covered accounting units and your transcript supports the link. Check the current MLTSSL on the Home Affairs website and confirm your qualification matches before lodging under PVEW.
How to confirm your stream before lodging
Before lodging your 485 application, complete these checks in order. First, obtain your official completion letter from your education provider. The letter must state your qualification title, the AQF level, the CRICOS course code, the course start and end dates, and the date you completed all course requirements. If the completion letter does not state the AQF level, request an updated letter — the AQF level determines your stream eligibility.
Second, check the current Home Affairs subclass 485 eligibility page for the stream requirements and qualification-level table. Do not rely on screenshots from forums or advice from friends who applied in a previous year — the rules change. Third, if your qualification is a diploma or trade certificate, check the MLTSSL to confirm your occupation is listed and your qualification clearly relates to it. Fourth, calculate whether your course meets the Australian study requirement (92+ weeks duration, 16+ calendar months in Australia).
Worked example: graduate diploma leading to master's
Mei completed a Graduate Diploma of Data Science (1 year) followed by a Master of Data Science (1 year) at the same Australian university through a packaged program. She completed the entire program over 104 weeks of study and was physically present in Australia for all four semesters.
Mei's highest completed qualification is the Master of Data Science — a master's by coursework. This qualifies her for the PHEW stream, with a visa duration of 3 years for the master's qualification. The graduate diploma does not disqualify her because the controlling qualification is the highest one completed. Mei confirmed her eligibility by checking her completion letter, which stated the master's as the final award, and confirmed the AQF level as Level 9 (master's). She lodged under PHEW and applied for a skills assessment in data science during her first year on the 485 visa, with ample time to build her points for skilled migration.
What gets refused / common pitfalls
- Lodging under PHEW with only a diploma. A diploma alone does not qualify for PHEW regardless of the provider or course quality. If your highest qualification is a diploma, you must apply under PVEW and demonstrate occupation alignment.
- Applying under PVEW without checking the MLTSSL. If your nominated occupation is not on the MLTSSL or your qualification does not clearly relate to it, the application will be refused. This is a common surprise for PVEW applicants who assumed their diploma automatically qualified.
- Not calculating the Australian study requirement correctly. The 92-week minimum refers to the CRICOS-registered course duration, not the calendar time you spent studying. A course registered for 78 weeks does not meet the requirement even if you took 2 years to complete it part-time.
- Relying on outdated stream rules. Home Affairs changed the qualification-level eligibility and visa duration rules multiple times between 2023 and 2026. Rules that applied in 2024 may not apply now. Always check the current Home Affairs 485 visa page.
- Missing the six-month lodgement window while researching streams. You must lodge within six months of course completion. If you spend four months researching which stream to use, you only have two months left to gather evidence and lodge — plan your stream research during your final semester, not after graduation.

What is the difference between the PHEW and PVEW streams?+
The Post-Higher Education Work (PHEW) stream is for graduates with a bachelor's degree, master's, or doctoral degree. The Post-Vocational Education Work (PVEW) stream is for graduates with a diploma, advanced diploma, or trade qualification. PHEW generally offers longer visa durations (2-4 years depending on qualification), while PVEW durations are shorter (typically 18 months for most qualifications). Both streams require meeting the Australian study requirement.
Can I apply under PHEW if I completed a graduate diploma?+
A graduate diploma alone does not qualify for PHEW — it generally falls under PVEW. However, if you completed a graduate diploma immediately after a bachelor's degree at the same provider as part of a packaged program, the pathway may qualify under PHEW. Check the specific rules on the Home Affairs website, as qualification-level eligibility has changed several times since 2023.
Does the stream choice affect my pathway to permanent residence?+
Indirectly, yes. A longer PHEW visa gives you more time to gain skilled work experience, improve your English score, and complete a skills assessment — all of which contribute to skilled migration points. A shorter PVEW visa compresses your timeline, so you need to plan your skilled migration steps earlier. The stream choice itself does not determine PR eligibility, but the time it provides significantly affects your preparation window.
What happens if I apply under the wrong stream?+
If you apply under the wrong stream — for example, applying under PHEW with only a diploma qualification — the application will be refused for not meeting the stream-specific eligibility requirements. The visa application fee is not refundable. Always confirm your qualification's AQF level and the current stream requirements on the Home Affairs website before lodging.
Can I switch streams after lodging?+
No. Once you have lodged a 485 application under one stream, you cannot switch to the other stream within the same application. You would need to withdraw the application, lose the fee, and lodge a new application under the correct stream — assuming you are still within the six-month lodgement window from course completion.
